Situation Report (SITREP)

Earlier this year, RMS International’s Intelligence Services accurately predicted a rise in politically motivated violence and vigilantism. Unfortunately, the trend seems to be continuing with the most recently Monday, July 29, active-shooter incident in New York City. The incident remains under investigation and is subject to change. The information in this report is accurate as July 29, 2025, at 1400 EST.

At least four people were killed after a 27-year-old Las Vegas man entered an office building at 345 Park Avenue and opened fire. According to Jessica Tisch, Commissioner of the New York Police Department (NYPD), the suspect exited a black BMW and entered the office at the intersection of Park Avenue and 51stStreet carrying an M4-style rifle. The office building houses major companies such as Blackstone, KPMG, Deutsche Bank, and the National Football League (NFL). An NYPD officer stationed in the lobby was among the shooter’s first victims. The attacker shot at another woman who was sheltering in place before continuing through the lobby and shooting a security guard and another man.

The assailant then walked to the elevator, allowing a female bystander to walk away without injury before taking the lift to the 33rd Floor, the office of Rudin Management. He then proceeded to shoot a woman before shooting himself in the chest.

The area around Lexington Avenue, Park Avenue and East 52nd Street was closed for several hours following the shooting as police and FBI investigated the incident. By 7:52 p.m., authorities announced that the suspect worked alone, and the threat was no longer active.

Impact Analysis and Recommended Course of Action:

The attack resulted in the deaths of five people, including the gunman. One victim remains in critical condition and other people were treated for minor injuries sustained while attempting to flee the scene. NYPD Officer Didarul Islam and Blackstone executive Wesley LePatner were among the high-profile victims who succumbed to their injuries. The exact motives for carrying out the shooting remain under-investigation. According to NYPD Officials, the shooter has a “documented mental health history.” A suicide note found in the shooter’s pocket blamed the NFL for the attacker’s mental illness. The shooter believed he was developing Chronic Traumatic Encephalopathy (CTE) a brain disease caused by repeated traumatic injury to the head. The assailant blamed the NFL for this injury. More information will undoubtedly come to light as the investigation progresses; however, the incident highlights the very-real threat of active-shooter and work-place violence incidents in a post-pandemic world where employees are increasingly returning to office. Physical security personnel must account for this evolving threat in their Emergency Action Plans (EAPs). Decision and policy makers in both the public and private sectors should consider contacting RMS International’s Intelligence Services to develop a customized, bespoke threat assessment and industry standard security measures to mitigate the risks associated with active-shooter incidents and workplace violence.
